Development and challenge: review on China's Population,Resources and Environmental Economics in past 20 years

文章从多个方面回顾了人口、资源与环境经济学创建二十年以来所取得的成绩,对该学科进一步发展面临的困境和挑战进行了全面的梳理和总结,并在此基础上,深入分析了阻碍该学科进一步发展的原因,并在实践层面上为该学科进一步发展提出了相应的对策和建议。作者研究发现,人口、资源与环境经济学自创建以来在学科建设、学科队伍、以及学术创新等方面取得了瞩目的成绩,硕士点和博士点的建设在全国呈现"百花齐放"的蓬勃发展,为国家培养了大批人才。与此同时,多项与该学科相关的国家级科研项目获得立项,使得相关重大理论问题得以深入研究。但是,当前该学科的各分支学科依然缺乏更高层次的融合,学科发展缺乏自己特有的基本理论,更缺少共识,具体表现在该学科的研究对象不明确、研究内容和研究体系不严谨、缺乏特有的支撑理论、专门的分析框架和研究视角等问题,这些问题都严重阻碍了该学科的进一步发展。究其根源,又主要因为该学科的学科渊源导致在整合其他学科上存在困难;同时,各分支学科所属专业领域跨度大,学者难以驾驭;另外,一直以来组织建设滞后、缺乏相应的学术交流的平台,也成为了阻碍该学科的进一步发展的重要原因。另外,文章从实践层面对人口、资源与环境经济学的进一步发展提出了相应的对策建议。首先,人口、资源与环境经济学应尽快建立起相应的专门学会,提供相关学者进行学术交流的平台。其次,应当重视教材建设,尽快组织具有相当造诣的专家学者,编写一系列高质量的教材,以满足学科发展和人才培养的需要。再次,注意在相关一级学会年会中设立"人口、资源与环境经济学"专题研讨会,相互邀请相关交叉领域里学者积极参与,从而促进学科交融和良性发展。最后,在相应的学术期刊开设专门栏目,推动学科基础理论的研究。

The article reviews the achievements of Population,Resources and Environmental Economics in the past 20 years from various aspects,and comprehensively sorts out and summarizes the difficulties and challenges faced by the further development of the discipline.On this basis,the reasons that hinder the further development of the discipline are analyzed deeply.At the same time,it puts forward corresponding countermeasures and suggestions for the further development of the discipline at the practical level.Since its establishment,Population,Resources and Environmental Economics have achieved remarkable results in discipline construction,discipline team,and academic innovation.The construction of master’s degree and doctoral degree has shown vigorous development in the country,and has cultivated a large number of talents for the country.At the same time,a number of national-level scientific research projects related to the discipline have been approved,and relevant major theoretical issues have been thoroughly studied.However,at present,the sub-disciplines of the discipline still lack a higher level of integration,and the basic theory of disciplinary development still lacks consensus.The specific performance is that the research object of the discipline is not clear,the research content and research system are not rigorous,and lack of the supporting theories,specialized analytical frameworks and research perspectives.These problems have seriously hindered the further development of the discipline.The root cause is mainly due to the difficulties in the integration of branch disciplines due to the disciplines of the discipline.At the same time,the sub-disciplines belong to a large area of expertise,which is difficult for scholars to control.In addition,the organization has been lagging behind and lacks corresponding academic exchanges.These become important reasons hindering the further development of the discipline.In addition,the article also proposes corresponding countermeasures from the practice level to the further development of population,resources and environmental economics.First of all,Population,Resources and Environmental Economics should establish corresponding specialized associations as soon as possible,and provide a platform for scholars to conduct academic exchanges.Secondly,we should pay attention to the construction of teaching materials,organize experts and scholars with considerable accomplishments as soon as possible,and prepare a high-quality textbook to meet the needs of discipline development and personnel training.Third,we should establish a special chapter on‘Population,Resources and Environmental Economics’under the relevant level one to promote the sound development of the discipline.Finally,special columns are set up in the corresponding academic journals to promote the study of the basic theory of disciplines.
