任何政治共同体都需要公共权威来保障基本的秩序。中国的乡村社会中存在多种权威主体和由历史演化而来的多种不同性质的权威,它们之间相互作用,塑造和维系乡村秩序。在改革开放以来的剧烈变迁中,乡村中的权威状况发生极大的改变,出现国家权威、地方政府权威、乡村内部组织权威离散的局面,出现权威的真空和一定程度上的秩序紊乱。进入新时代,加强地方政府公共权威建设仍是重要课题,需要继续推进民主政治建设,强化中央对地方监督和指导,强化为人民服务的政治宗旨,推进政治参与制度和政治文化建设。

Any political community needs public authority to guarantee the basic order.In the rural society of China,there are many authoritative agents and many different kinds of authority with historical evolution.They interact with each other to shape and maintain the order of the rural area.With the dramatic changes of the reform and opening up,the circumstance of authority in the rural area has undergone tremendous changes.There has been a discrete situation of state authority,local government authority,rural internal organization authority and cadre authority as well as the authority vacuum and a certain degree of disorder.Strengthening the construction of public authority of local governments is an important issue in the new era.It is necessary to continue propelling the construction of democratic politics,strengthening the central government's supervision and guidance to local governments,enhancing the political tenet of serving the people,and promoting the political participation system and political culture construction.
