In the new era,the modernization of state governance capacity,as a holistic,systematic and synergistic project,not only constitutes a challenge to state system,but also involves specific steps and related processes,and the relationship between the state,the government and society.Faced with a series of challenges and tests,politically the foundation of the ruling party should be enhanced;institutionally,the basis for the modernization of state governance capacity should be improved to highlight the appropriateness of the system and institutional consensus;in terms of rule of law,the capacity should also be enhanced,which in turn enhances and consolidates the institutional culture of the modernization of state governance capacity.
