国家认同视域中公民身份的内涵检视和生成机制研究

Research on the Connotation Inspection and Generation Mechanism of Citizenship in the Perspective of National Identity

从政治哲学的角度看,公民身份与国家认同存在着必然联系,二者的本质都是保持公民与国家之间均衡稳定的关系,在理论上具有共洽性,其实践目标共同指向国家治理体系与治理能力现代化。在国家认同视域中审视公民身份的内涵和生成机制,既彰显了中国公民身份的"爱国主义"特征,又体现出"以人民为中心"的国家治理观。以实现国家认同为价值指向的公民身份应该包括平等的公民地位、均衡的公民权利和责任、合法有序的公民参与、良好的公民德性等。把公民身份的实现放置到新时代国家认同的进程中考量,应该以经济领域、政治领域和公共领域的完善和有机协调为切入点,提升公民有序政治参与能力,加强公民教育,并将社会主义核心价值观贯穿于公民教育的全过程。

From the perspective of political philosophy,there is an inextricable link between citizenship and national identity.The essence of both is to maintain a balanced and stable relationship between citizens and the state.In theory,they are co-coherent,and their practical goals point to the modernization of national governance system and capacity.Examining the connotation and generation mechanism of citizenship in the perspective of national identity not only highlights the“patriotism”characteristics of Chinese citizenship,but also reflects the“people-centered”concept of state governance.Citizenship,which is valued by the realization of national identity,should include equal citizenship,balanced civil rights and responsibilities,legal and orderly citizen participation,and good citizenship.The realization of citizenship should be considered in the process of national identity recognition in the new era,should be based on the improvement and organic coordination of the economic,political and public spheres,and civic education should be enhanced to enable citizens’political participation with socialist core values throughout the entire process.
