基于AHP的我国政府购买服务支持双创政策扩散过程评价

An Evaluation of Government Purchase Service in Support of Mass Innovation and Entrepreneurship as Policy Diffusion Based on AHP

政府购买服务支持大众创新创业是国家创新驱动战略的重要组成部分,而运用政策扩散理论对政策执行情况进行科学评估具有重要的现实意义。研究基于政策扩散和执行相关理论,分析了政策评价现实意义,运用专家综合模糊评价AHP方法,构建了政府购买服务支持创新创业政策执行的评价指标体系,并按照对省区市、副省级城市和其他省会城市三个截面政策扩散过程进行实证分析,对不同层级的地方政府的执行绩效和结果进行了排序,在此基础对政策扩散和转移的类型进行了较为合理的划分。

Government purchase service in support of mass innovation and entrepreneurship is an important part of national innovation-driven strategy.The implementation of decision-makers in policy diffusion is an important index for the evalution of policy implementation,which is attached great importance to by government and academia.On the basis of the theory of policy diffusion and transfer,government purchase service in support of mass innovation and entrepreneurship is analyzed,by using AHP,a comprehensive fuzzy evaluation conducted by experts.An empirical analysis is conducted on the provincial capital of Jiangsu province,sub-provincial city and other provincial capitals.Government purchase service in support of mass innovation and entrepreneurship differs greatly in policy diffusion and transfer at the same administrative level.In addition to financial capabilities,the diffence is related with competitive and innovative environment,policy tradition,type of policy transfer and mechanism of policy diffusion.
