摘要
"医养结合型"养老模式已成为应对人口老龄化的制度选择,笔者通过调查昆明Z社区的"医""养"供需情况,研究发现:养老金已成为城市社区老年人的主要收入来源;老年人虽不强调子女的赡养责任,但仍希望和子女一起生活; Z社区对老年人的精神需求重视不足; Z社区卫生服务机构还未开展深入的康养服务,社区老年人对其使用率不高。在昆明城市社区开展"医养结合型"养老服务中,应重视老人的精神需求,建立适老化社区;践行分级诊疗,探索长期护理保险;转化政府职能,调动社会力量。
The model of“Pension combined with medical and nurse service”has become an institutional choice to deal with the aging of the population.The author investigates the supply and demand of“medical”and“nurse”in Z community in Kunming.It is found that annuity has become main income resource for the elderly people.Though the elderly people de-emphasis filial support responsibility,they still hope could live with their children.Z community do not pay more attention to the elderly people spiritual needs,and its health service institute has not carried out deepen medical and nurse service,the utilization rate is low.In the pension of medical and nurse service in Kunming community,we should pay more attention to spiritual needs,establish the community to fit the elderly people.Practice hierarchical diagnosis and treatment,explore long-term nurse insurance,transform government functions and mobilize social forces.
