京津冀一体化下的砂石矿产开发利用优化配置研究:基于第三轮矿产资源总体规划 被引量:1

摘要 2015年4月《京津冀协同发展规划纲要》的印发,标志着京津冀协同发展进入全面推进重点突破的关键时期。为更好地支持协同发展的基础设施建设,做好砂石矿产的基础原材料保障,笔者对于京津冀及其周边砂石开发战略进行研究。基于北京、天津、河北、辽宁、内蒙古、山西、河南、山东八个省(区、市)第三轮矿产资源规划,将京津冀及其周边砂石开发导向总结为四个特点:开采总量减量化态势、禁止开采空间进一步拓宽、露天开采方式受到约束、禁止(限制)部分矿种开采。从总量、空间、行业角度展开了形势分析:总量供需缺口较大、环保空间约束趋紧、砂石行业迎来大时代发展,最终对砂石矿产的开发战略提出了五方面的政策建议。 The issuance of the outline of the Beijing-Tianjin-Hebei collaborative development plan in April 2015 marks a crucial period for the coordinated development of Beijing-Tianjin-Hebei region to make major breakthroughs in its all-round promotion.In order to better support the coordinated development of infrastructure construction and ensure the basic raw material of sand and gravel minerals,the author studies the development strategy of gravel in Beijing-Tianjin-Hebei region and its surrounding areas.Based on the third round of mineral resources planning in Beijing,Tianjin,Hebei,Liaoning,Inner Mongolia,Shanxi,Henan and Shandong provinces,development orientation has four characteristics:the mining total reducts、the forbidden mining space expands、the open-pit mining methods are bound,prohibit(limit)part of the mining.From the perspectives of total amount,space and industry,the situation is analyzed:the gap of supply and demand is large,the constraints on environmental protection are tighter,the gravel industry ushers in the development of the great era,and finally the paper proposes five policy suggestions.
