浅议上海合作组织框架下禁毒合作现状与发展对策

Analysis on the Present Situation of Anti-drug Cooperation under the Framework of Shanghai Cooperation Organization and Development Countermeasures

毒品问题是上海合作组织各成员国共同面临的非传统安全威胁之一。近年来,阿富汗毒品产量连年走高,毒品非法贩运日益猖獗,"毒恐结合"愈演愈恶,给地区安全稳定造成极大威胁。上海合作组织成立以来,不断推动禁毒合作的法律基础和机制化建设进程,打击毒品犯罪取得显著成效。当前,上合组织禁毒合作既适逢机遇,又面临挑战。应继续推动赋予地区反恐怖机构禁毒职能,提升禁毒合作行动力和组织对外交往水平,加强立场与政策协调,促进上合组织禁毒合作深入发展。

The drug problem is one of the noo-traditional security threats Shanghai Cooperation Organization member states are facing.In recent years,drug production in Afghan has been rising continually and illegal drug trafficking is becoming increasingly fierce.The combination of drug and terror is becoming increasingly fierce,causing huge damage to regional security and stability.Since the establishment of the Shanghai Cooperation Organization,the legal basis and the process of mechanism construction on anti-drug cooperation are constantly improved and great achievements have been made in combating drug-related crime.At present,the SCO’s anti-drug cooperation coincides with both opportunities and challenges.Anti-terror institution should be granted anti-drug function to promote execution of anti-drug cooperation and external contact level,strengthen coordination of stance and policy and ac celerate further development of anti-drug cooperation of SCO.
