政府推动油气管道项目核准工作的措施建议

Suggestions to the Government for Oil and Gas Pipeline Projects Approval

未来我国油气管道建设任务繁重,年均需建设干线和支线约1.4万公里。建设油气管道首要任务是取得相应级别发改委对项目的核准。目前,油气管道项目核准存在程序复杂、工作量大、难度大、周期长等问题。为适应未来油气管道新一轮建设高峰的需要,政府需在国家层面或在省政府层面建立统一协调机制;重视行业发展规划,充分发挥引领作用;简化核准程序,缩短核准周期;积极平衡地方政府与油气管道企业的利益,减少核准附件前置条件,提高核准工作效率,促进油气管道基础设施健康快速建设,实现国家利益最大化。

In the future,oil and gas pipeline construction with an annual average of 14,000 kilometers will be arduous in China.The primary task of pipeline construction is to obtain the government approval.Complicated procedures,heavy workloads,and over a longer time span of approval process were obstacles to accomplish project approval.In this paper,it is suggested to the government to establish a coordination mechanism with a unified scheme from state-level to provincial level of government for oil&gas pipeline project approval.It is also suggested such as attaching importance to oil&gas industry development plans,simplifying approval procedures for pipeline constructions,shortening the time span of approval,coordinating and balancing local government revenues and oil&gas pipeline enterprise profits,optimizing appropriate preconditions for approval.All the suggestions will improve approval process efficiency,accelerate oil&gas pipeline construction,maximize the national interest.
