纳入危险化学品监管后油气管道站场与公路安全间距适用规范分析

Analysis of Standards Applied to Safety Distance from Oil & Gas Pipeline Station to Public Roads According to Hazardous Chemicals Management Regulations

2014年7月,原国家安全生产监督管理总局发文明确石油天然气长输管道的安全管理和监管纳入危险化学品安全监管范畴,但是危险化学品监管的相关法律法规所表述的不适用于油气管道建设项目条款直到目前也未作修改,导致在部分油气管道建设项目中,站场与公路安全间距适用及采用的法律法规上发生不同理解。通过分析现行的相关法律法规,提出了石油天然气长输管道监管的相关法律法规和规范需及时更新、完善的建议,确保石油天然气长输管道项目的安全实施。

The State Administration of Work Safety stated that safety management and supervision of oil and gas pipeline would be supervised according to hazardous chemicals management regulations.However,the relevant regulations and technical standards regarding safety distance from oil&gas pipeline station to public roads were not updated accordingly.Misunderstandings of standards applied to a minimum safety distance from oil&gas pipeline station to public roads shall be clarified.The article suggested revising relevant regulations and technical standards as soon as possible to make sure that oil and gas long distance pipeline projects implement securely.
