Thoughts on the Popularization and Application of Process Safety Management in China's Chemical Industries

化工发达国家的实践证明,全面加强化工过程安全管理,可以有效防范和遏制事故。通过国内外过程安全管理要素比对和现状分析,剖析我国化工行业过程安全管理存在的主要问题,提出了过程安全管理在我国化工行业应用的几点思考,包括加强宣传培训提高过程安全认知、培育人才,从法律法规和标准明确过程安全管理要求,全面落实过程安全管理要素,构建过程安全数据库等,以期社会多方合力不断提升过程安全管理水平,全面遏制化工危化品事故的发生。

The practice in developed countries of chemical industry has proved that the comprehensive strengthening of chemical process safety management can effectively prevent accidents.Through comparison of process safety management elements and the analysis of the status of chemical industries of domestic and abroad,main problems of safety management in the chemical industries in China are presented,suggestions on process safety management in our country are proposed,including strengthening the propaganda and training to improve process safety cognition,cultivating talents,clearing from the laws,regulations and standard requirements,full implementation of process safety management elements,building process safety database,social force continuously enhance the level of process safety management,to fully prevent the accident in chemical industries.
