摘要
科技人才的创新成果是社会发展的新动力,谁在科技人才的引进、培养和留用上占据了先机,谁就掌握了启动新的发展引擎的钥匙。用创新理念对科技人才进行管理,是抢占科技人才先机的理论基础和前提。通过分析梳理创新内涵,将创新管理理念融入科技人才的引进、培养、保留和使用中,为天津市滨海新区科技人才管理提供了新的思路。
The innovative achievements of scientific and technological talents are the new impetus for social development.Whoever takes the lead in the introduction,cultivation and retention of scientific and technological talents,whoever has the key to start a new development engine.The management of scientific and technological talents with innovative concepts is the theoretical basis for seizing scientific and technological talents.Through analysis and combing of the innovation connotation,the innovative management concepts are integrated into the introduction,cultivation,retention and use of scientific and technological talents in order to provide new ideas for the management of scientific and technological talents in Tianjin Binhai New Area.
