摘要
随着高等教育改革的不断深入,高校办学规模不断扩大,办学质量不断提升,办学资金投入日渐增多,招标采购项目和资金规模逐年递增。根据现行法规要求,从项目申报开始计算,目前完成一个招标采购项目,正常情况下至少需要3个月左右的时间,如遇到质疑、投诉等不可抗因素,所需时间会更长。结合笔者多年从事监察、审计及招标采购管理的工作实践,就高校如何在依法依规按程序的前提下提高招标采购工作效率、更好更快地服务师生员工进行了理论与实践探讨。
As the reform of higher education goes deeper,the scale of campus,quality of education and investment to universities increases.The number and capital of tendering projects increase year by year.According to the requirements of the current laws and regulations,the sourcing process can take three months at least.In the case of complain or question to projects,the process even takes longer.Based on many years’experiences of supervising,auditing and tendering management,author of this research makes a theoretical and practical discussion on how to improve the efficiency of tendering supervision and to better serve the staff and students under the premise of the law and regulations.
