Research on United States Counter-terrorism Intelligence Reform:Responding to New Problems and New Challenges

[目的/意义]研究国际恐怖主义趋势和美国情报体系存在的问题,分析美国情报体系的困境和改革路径,给我国的反恐情报改革提供借鉴。[方法/过程]通过对美国反恐情报的文献、文体和案例进行分析,揭示美国反恐情报体系新困境的表现形式、导致困境的原因和变革过程。[结果/结论]研究表明,美国反恐情报体系为了应对新问题和新挑战,通过思维重构、信息共享机制和完善法律依据等变革措施提高监测、识别、预警和处置恐怖主义威胁的能力。美国反恐情报变革对我国的启示,一是将情报融合思维纳入我国国家反恐情报中心工作体系;二是建立我国反恐情报的跨领域、跨层级和跨部门的信息分享机制;三是通过立法,搭建我国反恐情报信息共享合作平台,以提高我国反恐怖情报工作的融合水平和能力。

[Purpose/Significance]The paper aims to study the trend of international terrorism and the problems existing in the US intelligence system,analyze the dilemma and reform path of the US intelligence system,and provide reference for China's counter-terrorism intelligence reform.[Methods/Processes]Through the analysis of the literature,style and case of US counter-terrorism intelligence,it reveals the manifestation of the new dilemma of the US counter-terrorism intelligence system,the causes of the dilemma and the process of change.[Results/Conclusions]Studies have shown that in order to cope with new problems and new challenges,the US counter-terrorism intelligence system enhances the ability to monitor,identify,alert,and deal with terrorist threats through changes in thinking,information sharing mechanisms,and improved legal basis.The enlightenment of the US counter-terrorism information reform to China is to integrate intelligence integration thinking into the work system of China's national counter-terrorism intelligence center;second,to establish cross-domain,cross-level and cross-sector information sharing mechanisms for counter-terrorism intelligence in China,and to establish legislation through legislation.Therefore,China's counter-terrorism intelligence information sharing and cooperation platform is beneficial for improving the integration level and ability of China's anti-terrorism intelligence work.
