社会智库创新建设:外部协同及其内部运行机制的二维视角

Innovation and Construction of Social Think Tank:Two Dimensional Perspectives on External Synergy and Its Internal Operation Mechanism

[目的/意义]社会智库相对于官方或半官方智库而言,对决策问题的研究态度更客观,价值取向更中立。但长期处于边缘境地,也导致其在发展中面临诸多障碍。因此,创新社会智库建设既可推动其决策咨询优势的发挥,亦可完善中国特色新型智库体系。[方法/过程]从外部协同和内部运行机制的视角来探讨社会智库创新建设。外部协同由官方智库、高校智库、国外智库和企业构成,四类主体与社会智库间形成了优势互补的协同体系。在协同合作下,构建了社会智库运行机制框架。运行机制内各"子机制"在社会智库建设中具有较强的调节功能、动力支持功能以及联系与沟通功能。[结果/结论]强化外部协同,完善内部运行机制可从整体上推进社会智库建设。在此背景下,进一步推进社会智库创新建设,一是要明确社会智库定位;二是要完善人才结构,促推"精细化"研究;三是构建内部筹资机构,完善资金管理;四是避免形式主义,注重内容建设。

[Purpose/Significance]Compared with official or semi-official think tanks,social think tanks have more objective attitudes towards decision-making and more neutral value orientation.But in the long run,it also leads to many obstacles in its development.Therefore,innovative social think tank construction can not only promote the development of its decision-making advisory advantages,but also improve the new think tank system with Chinese characteristics.[Method/Process]From the perspective of external synergy and internal operation mechanism,we discuss the innovative construction of social think tanks.External synergy is composed of official think tanks,University think tanks,foreign think tanks and enterprises,and four types of subjects and social think tanks have formed a synergy system of complementary advantages.Under the cooperation,a framework of operation mechanism of social think tanks has been constructed.Each"sub-mechanism"in the operation mechanism has a strong regulatory function,dynamic support function and communication function in the construction of social think tanks.[Result/Conclusion]Strengthening external synergy and improving internal operation mechanism can promote the construction of social think tanks as a whole.In this context,to further promote the innovative construction of social think tanks,one is to clarify the positioning of social think tanks;the other is to improve the structure of talent and promote"refined"research;the third is to build internal financing institutions,improve capital management;the fourth is to avoid formalism,pay attention to content construction.
