消除邻避设施类PPP项目被放大的负外部性研究

Research on the Negative Externalities of the Amplification of PPP Projects in Nimby Facilities

研究发现,具有负外部性的设施带来的选址困境容易形成邻避效应,进而导致PPP项目失败。引入与信息传播过程相似的传染病SIR模型对邻避效应中的舆情传播进行模拟,在此基础上运用系统动力学方法分析舆情传播过程中滋生被放大的负外部性的原因和路径,并针对阻断传播路径,进而就防止负外部性被放大的方法给出建议。

The study finds that the location dilemma with negative externality can easily lead to nimby effect,which leads to the failure of PPP project.This paper introduces SIR model of infectious diseases similar to information dissemination process of adjacent effect of public opinion,simulates the propagation.On the basis of using system dynamics method,analyzes public opinion to breed be amplified in the transmission of the cause of the negative externalities,and gives suggestions on how to interrupt transmission path of negative externalities.
