基本建设项目绩效评价标准体系研究——以人民银行为例

Research on the Standardized System of Performance Evaluation for Capital Construction Projects:Taking the People's Bank of China as an Example

梳理人民银行基本建设项目绩效管理现状,提出完善基本建设项目绩效评价指标体系的原则。根据生命周期理论和成本效益原则,从项目成本、项目生命周期、项目产出和效果三方面构建基本建设项目绩效评价指标体系。同时对基本建设项目绩效评价实施和应用,建议成立绩效管理委员会,探索运用矩阵式管理模式开展绩效管理,评价不同部门的管理能力和效果。

This paper combs the current situation of performance management for capital construction projects of the people’s Bank of China,and puts forward the principles of improving the performance evaluation index system of capital construction projects.According to the life cycle theory and the principle of cost and benefit,constructs the performance evaluation index system of capital construction projects from three aspects of project cost,lifecycle and outputs&effects.Meanwhile,for the implementation and application of performance evaluation for capital construction project,proposes to set up the performance management committee,explore the use of matrix management mode to carry out performance management,and evaluate the management ability and effect of different departments.
