北京非首都功能疏解对居民生活的影响——基于问卷调查的分析

The Influence of Relocating Noncore Functions in Beijing on Residents' Lives

通过对北京市居民进行问卷调查,基于调查所得数据,采取列联表分析、卡方检验、对应分析、有序logistic回归模型分析,展开非首都功能疏解对居民生活影响的研究。结果表明:(1)非首都功能疏解对北京居民生活的影响具有异质性;(2)非首都功能疏解对北京居民生活影响的异质性决定了居民对于该项政策的态度,对该项政策持反对态度的多是认为疏解对其生活产生影响的居民;(3)性别、年龄、职业、是否有北京户口、月收入和居住地点等因素与疏解对居民生活影响程度之间存在显著性相关关系。随着北京疏解非首都功能力度的逐渐加大,对居民生活的影响将会越来越显著。因此,疏解北京非首都功能应注意把握疏解尺度,要以不影响居民生活的便利性为前提,加快后续服务设施的建立;顺义、大兴、亦庄、昌平、房山的新城及地区,要以产城融合为重点,适度发展一些劳动密集型产业;对于由于疏解带来的工作岗位减少所产生的社会问题必须给予高度重视,要实施积极的就业政策,绝不能为了疏解而疏解。

Through the survey of Beijing residents,this paper studies the influence of relocating noncore functions on residents'lives by using contingency table,chi-square test,correspondence analysis and ordered logistic regressionmodel.The conclusions are follows:(1)the impact of noncore capital function defibering on the lives of residents in Beijing has heterogeneity(;2)the heterogeneityeffect on the function of capital organization of Beijing residents lifedetermines the attitude of residents for the policy,more residentsopposed to the policy considering defibering will impact on their life;(3)gender,age,occupation,whether to have registered Beijing permanent residence,monthly income and living place,etc have significant effect on the relationship between residents'life and defibering.With the increase of the function of the capital Beijing organization strength,impact on residents'life will be more and more significant.Therefore,we should pay attention to the scale of relocating noncore functions with the premise of not affecting the convenience of residents'lives and speed up the establishment of follow-up service facilities.The new towns and regions in Shunyi,Daxing,Yizhuang,Changping and Fangshan should focus on city-industry integration,and appropriately develop some labor-intensive industries.We should attach great importance to the social problems caused by the unemployment which is due to the relocating noncore functions in Beijing,and implement the active employment policy,but must not relocate for relocating.
