对“非请示性公文”质疑的质疑——兼论“非请示性公文”的正确理解

《"非请示性公文"概念质疑》一文有几个令人质疑之处,其提出的"非请求性公文"是一个比"非请示性公文"更为不科学的概念,违背了写作者以形式逻辑中的负概念进行表达的表达初衷。"非请示性公文"的属概念是上行文,从语义上看"非请示性公文"的内涵是明确的,从语言环境看其外延也是清晰的,只是在表述上存在瑕疵。

Abstract:"The question of the concept of"non-requesting public document"has several questions.The"non requesting official document"is a more unscientific concept than"non-requesting official document",which violates the writer's original intention to express the negative concept in formal logic.The concept of"non-requesting official document"is an uplink.From the semantic point of view,the connotation of"non-requesting official document"is clear,and its denotation is clear from the language environment,but there is a flaw in the expression.
