利益、制度与观念:十九大报告与两岸青年融合发展的理论建构

Interests,Institutions and Concepts:The Report of the 19th CPC National Congress and the Theoretical Construction of the Cross-Strait Youth Integration and Development

两岸青年在融合发展过程中打破了传统青年交流的惯例性运作,促成了新的社会行动和观念,再生产出融合发展的结构形态。本文从十九大报告涉台部分入手,挖掘融合发展的理论资源,用利益、制度和观念建构两岸青年交流中"融合发展"的理论框架,针对未来提出将公共服务作为突破口、重点提升针对台湾青年在地的信息化基础能力、回归融合社区以及强调参与和责任的机制建设等政策建议。

In the process of integrated development,young people on both sides of the Straits have broken the conventional operation of traditional youth exchanges,promoting new social actions and concepts,and regenerating the structural form for integration and development.Based on the Taiwan-related part of the report of the 19th CPC National Congress,this paper explores the theoretical resources of the development,and tries to construct the theoretical framework of"integrated development"in the cross-Strait youth exchanges by using interests,institutions and concepts.Meanwhile,the paper also puts forward some policy proposals such as taking public services as a breakthrough,focusing on improvement of the basic information-based capabilities for Taiwan Residents youth on their own ground,returning to the integrated community,and emphasizing the building of the participation and responsibility mechanism.
