我国省域公共图书馆效率的DEA视窗分析

DEA-Windows Analysis of Chinese Public Libraries 's Efficiency at the Provincial Level

文章基于美国公共图书馆评价指标体系(HAPLR),以"十二五规划"时期中国大陆地区30个省份公共图书馆为研究对象,运用DEA视窗(DEA-Windows)分析模型测评我国各省域公共图书馆效率,构建公共图书馆效率与公平二维矩阵,并引入标杆管理理论,为公共图书馆效率低下省份找到适宜学习标杆。研究发现:我国公共图书馆服务效率仍存在较大提升空间,省域公共图书馆效率差异明显,各省公共图书馆事业建设过程中应实行效率优先,兼顾公平。

Based on the Hennen’s American Public Library Ratings Information(HAPLR),this paper makes a DEA-Windows analysis of the efficiency of public libraries in 30 Chinese provinces during the period of“The Twelfth Five-year Plan”,and constructs a two-dimensional matrix of pulic libraries’efficiency and fairness.Besides,adopting the benchmarking management theory,this paper tries to find appropriate benchmarks for the inefficient public libraries to learn from,so that they would improve their fairness and efficiency in the future.It is found out that the efficiency of public libraries in different Chinese provinces differs significantly,and there is still great room for Chinese public libraries to improve their efficiency while attaching equal importance to fairness.
