新时代的公共管理学科转型——公共治理青年论坛岳麓山倡议

The Transformation of Public Management Discipline in the New Era-The Yuelu Mountain Initiative of the Youth Forum on Public Governance Youth Forum on Public Governance

本文是对公共管理青年学者岳麓山圆桌论坛之述评,此次论坛的主题为新时代的公共管理学科转型。进入新时代,中国的基本矛盾也发生变化,公共管理学科应该适应时代的潮流。对此,青年学者们在论坛中探讨了新时代公共管理学科的转型走向、公共管理学科的边界界定与否、公共管理学科的人才培养机制和公共管理学科的未来场景四个主题内容。论坛认为学科转型应通过以下途径实现:第一,完善新时代公共管理学科的内涵和转型定位;第二,公共管理学科的边界界定应体现出包容性;第三,公共管理学科的人才培养要做到理论与实践相结合,具备学术担当与学科关怀;第四,公共管理学科的未来场景思考是要以定性研究的回归来反思量化研究的未来,以期推动公共管理学科的发展。展望未来研究,公共管理学科要以问题为导向,坚持批判和自我批判精神,以方法和思想为依托,以田野和调查为基础,切入公共管理生产,嵌入公共管理理论,体现公共管理学科关怀和新时代使命,未来公共管理学科的转型走向必然是理论与实践的复合化,经验实证的科学和人文的关怀结合。

This paper is a review of the Yuelu Mountain Round Table Forum,a forum gathering young scholar from public management field,whose theme is the transformation of public management discipline in the new era.Entering the new era,the basic contradictions in China have changed,and the discipline of public management should also change accordingly.In response,the young scholars discussed in the forum the transformation of the public management discipline in the new era,the definition of the discipline boundary,the realistic confusion of the talent training mechanism,and the future blueprint.They reached the following conclusions:First the connotation and transformation orientation of the public management discipline in the new era should be improved.Second,the definition of the public management discipline boundary should be inclusive.Third,public management discipline should combine theory with practice,embracing both academic responsibility and discipline concern.Fourth,public management discipline should reflect on the future of quantitative research through the return of qualitative research.Looking forward to future research,the public management discipline should be problem-oriented,adhere to the spirit of criticism and self-criticism,rely on methods and ideas,grounded in fieldwork and practical investigation,and embedded in public management production and theory.It also should embody the realization of public management discipline's concern and the mission of the new era.The transformational trend of public management discipline in the future must highlight both theory and practice to realize the fruitful combination of science and humanitarian sprit.
