摘要
泊位和岸桥资源是集装箱码头至关重要的战略资源,如何合理有效进行资源配置尤为关键.文中将一艘船舶靠泊作业过程中需要占用的泊位资源、岸桥资源以及时间资源三者构成一个船舶资源占用块,通过这样的抽象变化,港口码头资源调度分配问题就转化为三维矩形布局问题.与此同时,考虑到偏好位置偏离、岸桥并行作业干扰以及船舶延时到、离港这3大因素的影响,建立以船舶在港资源占用总成本最小化为目标的泊位-岸桥-时间分配非线性规划模型,利用Matlab优化技术处理非线性多目标问题.计算表明,依据该数学模型进行泊位分配与岸桥调度更符合码头实际运营情况,从而高效实现资源合理配置,提高港区管理水平与经济效益.
Berths and shore-bridge resources are essential strategic resources for container terminals.It is very important to allocate resources efficiently and reasonably.In this paper,the berth resources,shore bridge resources and time resources of a ship berthing process are used as a ship resource occupancy block.Through this abstract change,the problem of resource allocation and distribution of port wharf is transformed into a three-dimensional rectangular layout problem.At the same time,taking into account the impact of these three factors which are the deviation of the preferred location,the interference of the parallel operation of the bridge and the delay of the ship to the port,a nonlinear programming model is established for berth quay-crane-time allocation with the aim of minimizing the total cost of resource occupation using Matlab optimization techniques to deal with nonlinear multi-objective problems.The calculation shows that according to the mathematical model,the berth allocation and the quayside scheduling are more in line with the actual operation of the wharf,thus realizing reasonable and efficient resource allocation and improving the competitive strength and economic benefit of the port.
