解构与创新:行政区划改革视阈下的城市治理研究

Deconstruction and Innovation: A Study of Urban Governance from the Perspective of Administrative Division Reform

现行行政区划对经济、政治和社会发展的制约作用日益凸显,已经成为影响中国地方治理、特别是城市治理现实的体制因素,制约着国家治理体系和治理能力现代化的进程。我国城市治理中存在的"条块分割"的市政管理体制问题、跨市辖区公共事务管理与公共服务供给不协调以及城市空间不正义等问题,都与现行行政区划及其体制密切相关。探寻城市行政区划及其体制与城市治理的内在逻辑、作用机理与一般过程,应当解构和创新城市行政区划并以此为基础在行政区划及其体制改革中重构城市市政管理体制,调整和理顺"条块关系",优化城市治理结构及其体系。

The restrictive effect of the current administrative divisions on the economic,political and social development has become increasingly prominent,and has become an institutional factor affecting China's local governance,especially the reality of urban governance.The problems of the municipal management system of"fragmentation"in urban governance,the inconsistency between the management of public affairs across municipal districts and the supply of public services,and the injustice of urban space are closely related to the existing administrative divisions and their systems.To explore the internal logic,mechanism and general process of urban administrative divisions and their systems and urban governance,we should deconstruct and innovate urban administrative divisions and reconstruct the urban municipal management system,adjust and straighten out the"block relationship"and optimize the urban governance structure and system on the basis of them.
