Exploration and Reflection on the Construction of Scientific Standards in Forensic Science

2015年3月11日,国务院印发《深化标准化工作改革方案》,明确了实施国家标准化战略是全面深化改革、推进国家治理现代化的重要举措。在剖析我国法庭科学/司法鉴定标准化建设的新形势后,梳理了目前存在的问题:技术标准的归口管理单位/部门各自为政,现行标准整体适用性水平不高,新领域的标准缺乏或具有局限性,整体上仍缺乏完善的标准体系,制约了标准化建设工作的进程。指出加强标准管理框架的设计,强化技术标准与认证认可的联系,构建技术标准的战略联盟,是当下法庭科学/司法鉴定标准建设工作的核心内容。

In March 11,2015,the State Council issued The Reform Program for Deepening Standardization Work,which made it clear that the implementation of the national standardization strategy is an important measure to deepen the reform in an all-round way and promote the modernization of national governance.This article analyzed the new situation of the scientific standard construction of forensic science,and summarized the existing problems:(1)the lack of collaboration between the centralized management units/departments of technical standards;(2)the overall applicability of the existing standards is not sufficient;(3)The lack of or limited standards in new fields.As a whole,there hasn’t been a perfect standard system,which restricts the process of standard construction.The authors believe that strengthening the design of standard management framework,strengthening the connection between technical standards and certification and accreditation,and building strategic alliance of technical standards are the core contents of the current stage of the construction of forensic scientific standards in China.
