我国养老产业供需失衡问题及其对策研究

当前,我国养老产业仍处于起步培育阶段,面临供需失衡问题,产业基础薄弱,发展速度缓慢,供给无法满足老龄人口多元化的养老需求,陷入低水平均衡陷阱。养老产业的高投入与老龄群体的低支付能力、低支付保障、低支付意愿之间的矛盾,以及养老服务内容、养老服务模式等供需结构的错配是导致供需失衡问题的重要根源。应该遵循市场发展规律,坚持需求导向,将供给和需求紧密结合起来,精准匹配,从供给、需求两端和构建体制机制等方面同时精准发力,推进养老产业健康平衡发展。

At present,China′s old-age industry is still in the initial stage of cultivation,facing the imbalance between supply and demand,weak industrial foundation,slow development,supply′s failing to meet the diversified pension needs of the aging population,and falling into a low-level equilibrium trap.The contradiction between the high investment in the old-age industry and the low payment ability of the elderly group,the low payment guarantee and the low willingness to pay,and the supply and demand structure mismatch of service content and service mode are the important causes of the imbalance between supply and demand.It is necessary to follow the law of market development,adhere to the demand orientation,closely combine supply and demand,accurately make efforts from supply and demand ends and construct institutional mechanism to promote the healthy and balanced development of the old-age industry.
