金砖国家股市合作的现状与机制创新

党的十九大报告指出,大幅度放宽市场准入,扩大服务业对外开放,是推动形成全面开放新格局的重要举措。加强经济合作、实现共同发展是金砖合作的初衷和主线,金砖国家可通过股市合作提升整体利益。近年来,金砖国家股市合作内容与形式越来越丰富,但也面临着诸多现实困难:跨国投资缺乏指针,投资功能难以催生;跨境上市缺乏动力,融资功能难以持续;地缘经济缺乏联系,本土偏好难以克服;联盟合作缺乏协调,现货交易难以推出。为了推进金砖国家股市更深层次交融与合作,应完善金砖国家股市合作机制:强化金砖投资标杆,激发跨国投资热情;盘活股市存量资源,尝试开展市值管理;开拓新兴合作领域,助推可持续性发展;创新跨境合作机制,深化联盟务实合作。

The report of the 19th NCCPC pointed out that a substantial relaxation of market access and an expansion of the opening up of the service industry up are important measures to promote the formation of a new pattern of all-round opening up.Strengthening economic cooperation and achieving common development are the original intention and main line of the BRICS cooperation.The BRICS countries can improve overall interests through stock market cooperation.In recent years,the BRICS stock market cooperation has become richer in content and form,but it also faces many practical difficulties:the lack of guidelines for transnational investment,the difficulty in generating investment function,the lack of motivation for cross-border listing and the difficulty in sustaining the financing function,the lack of links between geographical economy and local preferences,and the difficulty in overcoming local preferences,the lack of coordination for alliance cooperation and the difficulty in launching spot transactions.To promote a deeper integration and cooperation of the BRICS stock market,we should perfect the BRICS stock market cooperation mechanism by strengthening the BRICS investment benchmark and stimulating the multinational investment enthusiasm;activating the stock resources of the stock market and trying to carry out the market value management;opening up new areas of cooperation and promoting sustainable development;and innovating cross-border cooperation mechanisms and deepening practical cooperation in alliances.
