经济新常态下地方金融体系建设要有总体思路,包括指导思想、基本原则和改革目标。改革重点是实施"引金入市(县)"工程,深化农村信用社改革,大力发展新型农村金融机构,稳步发展小额贷款公司,完善地方融资担保体系,加快培育权益类交易市场,大力发展融资租赁业,积极发展商业保理,加快发展典当行业,打造地方金融控股平台。在保障措施上要加强组织领导、强化政策支持、改善金融生态环境、强化金融人才支撑、健全金融风险防控机制。
