中南财经政法大学研究生培养机制改革绩效评价——以学业奖学金制度为例

The Performance Evaluation of the Postgraduate Cultivation Mechanism Reform in Zhongnan University of Economics and Law--A Case Study of the Academic Scholarship System

奖励机制的建立与调整是研究生培养机制改革的一个重要内容。中南财经政法大学展开的一项调查显示,学业奖学金制度改革取得了一定的积极成效,发挥了激发研究生的学习和科研活动的积极性的作用,但也存在着研究生学习目的功利化、科研成果创新不足、奖学金制度导向与导师预期相违背等问题。改革过程中导师与研究生参与程度低、改革主体交流媒介缺乏、重结果不重过程是导致研究生培养机制改革陷入困境的主要因素,这要求培养单位在进一步改革中重视对科研成果质量的评价,加强制度设计的双向性,并及时反馈制度实施效果。

The establishment and adjustments of the rewarding mechanism is an important component of postgraduate development reforms.This study conducted by Zhongnan University of Economics and Law shows that the reform on the Academic Scholarship system has achieved positive results,stimulating willingness to actively engage in learning and research activities among graduate students,but it also bears problems such as injecting utilitarianism into student‘s learning goals,discouraging originality and innovation in research,awarding of scholarship that deviates from mentor‘s original intention,and so on.The key factors leading to the current dilemma of the reform efforts include low involvement level among mentors and graduate students,stakeholders for the reforms lacking means of communication,overemphasizing the results and underemphasizing the improve the situation,this article calls for,on the part of those entities involved in postgraduate education,a closer attention paid to the quality of research outputs,an enhanced interaction in system designing,and a timely fashion in the feedback process regarding implementation results.process.To improve the situation,this article calls for,on the part of those entities involved in postgraduate education,a closer attention paid to the quality of research outputs,an enhanced interaction in system designing,and a timely fashion in the feedback process regarding implementation results.
