高等财经院校“新常态”及其发展战略探析

An Analysis of New Normality and Its Development Strategy in Higher Education Institutes in Higher Finance and Economics

认识“新常态”、适应“新常态”、引领“新常态”是当前和今后一个时期我国经济社会发展的大逻辑和基本要求,也是高等教育面临的首要任务。基于文献综述和排名前十位的财经类大学的官网新闻、年度大事记的实证研究,高等财经教育“新常态”至少体现在质量文化引领、创新驱动发展、法治思维意识、共同治理模式、多元文化交融、评估评价问责、大数据决策七个方面。“十三五”时期,面对2020年全面建成小康社会的目标、任务,高等财经院校需要在保持战略定力和平常心、注重发展协调性、创新一流学科的形成机制、加大院校研究与数据库建设等方面运筹谋划、突出重点。

Understanding“new normal”,adapting to“new normal”and leading“new normal”,as a great logic and basic requirement for national economic and social development from the present till a certain period,is a primary task lays ahead of higher education.Based on literature review and empirical researches on the official website news and the annual memorabilia of the top 10 universities of finance and economics,“new normal”of higher finance and economics education at least reflects in the following seven aspects,quality culture guidance,innovation driven development,legal thinking consciousness,common governance mode,multi-culture communication,assessment and evaluation accountability and big data decision.During the period of 13th Five Year Plan,in the face of the target and task on building moderately prosperous society in 2020,higher finance and economics universities are required to operate,design and highlight the key points in keeping strategically concentrated and unbiased,paying attention to the coordination of development,innovating the formation mechanism of first-class discipline and strengthening institutional research and database construction.
