摘要
政府业务流程再造是企业业务流程再造理论在公共管理领域的应用,是利用信息技术革新基于专业化分工的传统业务管理流程,实现以公众服务为导向、以技术利用为支撑、以效率提升为目标的改革措施。目前,人类社会已经进入大数据时代,被称为“21世纪石油”的大数据成为热点话题,并已经在卫生、教育等诸多领域发挥着重要作用,受到世界各国政府的普遍重视。如何利用大数据的思维和技术深入推进政府业务流程再造、提升政府的电子治理能力是一个值得研究的热门话题。政府业务流程再造中,对大数据的利用不仅在于通过大数据技术利用全面整合政府部门信息资源,提升部门内部的运作效率,更为重要的意义在于通过对海量数据的深度挖掘与多维剖析,主动识别公众服务需求,基于顾客导向革新服务流程、整合服务内容,提升政府电子化治理能力,创造出更大的公共价值,从而形成政府与公众之间良性电子互动格局。
Government process reengineering is the application of the business process reengineering theory in the public management field as well as the innovation in the divided traditional business management process based on the specialization by taking use of information technology to realize the reform measures characterized by public service as orientation,technology use as bolster and efficiency improvement as target.Up to now,human society has entered the era of big data and the data with the name of“Oil in the 21 st Century”is becoming a hot topic,which has already played an important role in the fields of health,education and etc and is generally emphasized by different government all over the world.How to further promote the government process reengineering and enhance the government s electronic governance ability by adopting the thinking and technology of big data is a hot topic,worth studying.The application of big data in the government process reengineering not only lies in comprehensively integrating the information resources in the government departments and strengthening the operational efficiency within the public departments through the application of big data technology,but what is more important is that by the deep exploration and multi-dimensional analysis on the massive data,it takes the initiative to recognize the public service demands;reforms the customer service process based on the customer orientation;integrates service content;promotes the government s electronic governance ability,creates greater public value,so as to form a sound electronic interactive pattern between the government and the public.
