发展型模式:构建广州市发展型社会救助政策的途径

The Development Model:The Approach for Developing the Social Policy in Guangzhou

虽然广州作为全国发展的一个大城市,各方面都走在国家的前列,但即使是广州这样的大城市,依然有着一个庞大的困难群体,他们的贫困没有得到被喻为这个城市居民最后“生活的安全网”的社会救助体系的救助。本文从发展型模式的视角出发,以广州市现行的社会救助制度为研究对象,采用文献资料分析、半结构访谈等方式,探究广州市目前的社会救助体系存在的问题,针对社会救助体系设计理念、救助内容、救助主体、救助方式等进行研究,得出广州市目前的社会救助体系具有设计理念滞后、救助形式和主体单一、救助内容物质化等缺陷,进而引入“发展型模式”的理念,对重构广州市社会救助政策路径进行分析研究,为相关社会救助职能部门的决策制定提供依据。

The authors found that Guangzhou as a large city in the development of the country,all aspects of walking in the forefront of countries,but even big cities like Guangzhou,still has a huge disadvantaged groups,their poverty has not been hailed the residents of the city last rescue of the social assistance system of the life safety net.In this paper,from a development perspective,the current social assistance system in Guangzhou City for the study,using literature analysis,semi-structured interviews to explore the problems of the social assistance system of Guangzhou City,designed for the social assistance system the concept of philosophy,relief material,rescue body,rescue mode,draw Guangzhou City,the social assistance system with the design concept of hysteresis,the form of aid and the main single,relief content material such defects,and thus the introduction of the“development model”analysis and study,combined with the Guangzhou City s economic and social development of reform measures and path reconstruction,Guangzhou,social assistance policy path,in order to further improve the social assistance system of Guangzhou City,build development of social assistance to provide certain the theoretical basis.
