Transportation in Guangzhou--Spatial Mobility and Urban Governance

当今世界,城市人口空间流动主要依靠城市交通,然而随着城市化飞速发展,交通拥堵、环境污染等城市病随之产生。本文在揭示广州交通发展现状、概括人口空间流动特征和分析交通拥堵、交通事故频发和交通污染等交通问题分别由“六个不匹配”、“驾驶员内、外因”和“污染源内、外因”导致的基础上,提出解决交通拥堵问题可采取“公交优先”“三限”“拥堵收费”“绿色出行”“调整城市布局和完善管理”等措施;减少交通事故可采取“加强交通法规教育”“加强交通安全教育”“加强城市道路交通管理”“加强交通安全设施建设”等措施;遏制交通污染可从“改善车辆质量”“科学规划道路网络”“限定个人交通”“完善公交体系”等方面进行治理。

In today s world,population spatial mobility in the cities largely depends on urban transportation.However,with the rapid development of urbanization,the problems such as traffic congestion and environmental contamination are growing and breeding.The paper first explores the situation of Guangzhou transportation development,interprets the characters of population spatial mobility and analyzes the“six mismatching”,“internal and external causes of the driver”and“internal and external causes of the pollution sources”which are the root causes of the traffic problems such as traffic congestion,traffic accident and traffic pollution.On top of that,the paper argues that“bus priority”,“three limitation”,“congestion charge”,“eco-friendly travel”and“adjusting the urban layout and perfect the urban governance”are the key solutions to traffic congestion.Moreover,the paper proposes that traffic accident reduction should be handled by“strengthening the traffic regulations education”,“strengthening the traffic safety education”,“strengthening the traffic governance of urban roads”and“strengthening the facility construction of traffic safety”.Finally,the paper contends that traffic pollution can be well tackled by“improving the automobile quality”,“planning the road nets scientifically”,“limiting personal transportation”and“perfecting bus system”,etc.
