基于城市政治生态学视角的规划制度重塑与展望——从“多规演义”到“大部制”国土空间规划

Reshaping and Prospect of the Planning Institution from the View of the Urban Political Ecology: From“Multi-Plan Action” to “Super Spatial Planning Ministry” in Territorial Spatial Planning

自然生态空间的生产并非独立于社会的外在,涉及经济、政治和社会等的交织,反映了资本、权力和地方社会的角力关系。本文尝试从城市政治生态学的视角探讨自然生态保护与开发建设之间的张力,分析自然资源部接手规划权后将直接面对自然生态保护与由资本及权力支配下的空间开发利用的挑战,进而提出国土空间规划体系构建的核心在于促进空间规划立法和规划制度化建设,以法律赋权激活规划政治,以抑制“流动的权力”、全球尺度重组以及“大部制”接手规划所引发“去地方化”“去政治化”的空间治理危机与国土开发风险。

The production of natural ecological space is not independent of society,but involves the interweaving of economy,politics and society,which reflects the game among capital,power and local society.This paper tries to explore the tension between the natural ecological protection and the development from the perspective of urban political ecology,and analyzes the challenge of the natural ecological protection and the spatial development and utilization dominated by capital and power after the MNR(Ministry of Natural Resources)takes over the planning power.Furthermore,the paper points out that the core of spatial planning institution is to promote the spatial planning legislation and institutionalized construction of planning,and to activate the planning politics by legal empowerment,so as to restrain the spatial governance crisis and land development risk of the“de-localization”and“de-politicization”caused by the“flow power”,global rescaling and establishment of“Super Spatial Planning Ministry”.
