城镇化中地方政府的“中间者”角色分析

Analysis of the “Intermediator” Role of Local Government in Urbanization

文章从城镇化行为主体的政府—社会的层级系统的视角入手,探求地方政府推动城镇化的行为机制。地方政府作为衔接城镇化中顶层政府与底层社会所代表的"上""下"关系的"中间者",在城镇化过程中的行为受上层制度框架约束、下层地方主义渗透和自身利益追求三方因素的共同作用影响,表现出"上下浮动"的行为特征。文章以顺德为实证,用"中间者"模型解释顺德城镇化进程中的地方政府角色与行为变迁经历了从游离到融合的上下关系演进,呈现出相应的向下靠拢—抗衡上下—受制上下—融合上下的模式变化特征。

Based on the hierarchical relationship of government and society,the paper is exploring the behavior mechanism of local government during the urbanization.As the“intermediator”who connect government and bottom society in urbanization,local government is showing the“fluctuating”characteristic under the influence of top institutional framework,down localism,and selfinterest.Taking Shunde as an example,the paper analyzes the role&behavior of local government are changed from dissociating to integrating,showing the“downward,against up and down,restricted up and down,fusing up and down”model change features.
