The Policy Attributes and Professional Education of Urban Planning

任何一门学科都需要在理论与现实的映射中动态调整、循环反馈,从而形成螺旋上升的学科完善路径。文章基于规划设计机构的一线实践经验,从理论复杂性、实践复杂性和导向复杂性出发,探索传统空间规划日益凸显的公共政策属性问题,进而提出"1+3"的规划专业教育改革设想,即以正确价值观为1个基准,以3个结合为培养方向,包括专业技术与宏观思辨结合、常态规划与非常态应对结合、工程专才与管理通才结合。希望这一讨论能够为城乡规划学科发展、规划实践和专业教学提供借鉴。

Academic discipline develops through the cycling of reflection,adjustment,and improvement.Based on the experience in planning institute and considering the complexity of planning in theory,practice,and trend,this paper studies the policy attribute of traditional urban planning,and proposes planning education reform with“1+3”structure:taking correct values as a cornerstone,and combination of three aspects as cultivation orientation,namely the combination of technology and speculation,normal planning and abnormal operation,engineering and management.It is hoped that the discussion will provide reference for the reform of planning discipline,practice and education.
