住房制度改革背景下“人才住房”规划建设标准研究

Planning and Construction Standard for Talents Housing in the Context of Housing System Reform

创业创新人才是国家实施创新驱动战略、实现民族振兴的重要战略资源。但因房价高企,一定程度上制约了城市留住人才的吸引力。此外,当前的住房供应体系已难以适应人才发展的新形势和新要求,亟待深化制度改革。为此,我国多个城市将人才安居提上议事日程。然而,"人才住房"作为一个新生事物,在国家层面尚缺乏顶层设计和具体规划建设标准的指导,亟待各地自下而上积极实践,加强经验总结,形成可推广、普适性强的操作准则和实施方法。文章以南京为例,从空间规划编制和管理视角,研究制定体现不同层次人才需求特征的住房规划建设标准,包括户型设计和功能布置、用地性质和规划管理、建设交付和公共配套等内容。

Talents of innovation and business are essential to innovation driven strategy and national revitalization.However,skyrocketing housing price has hampered talents from staying in big cities.Current housing system cannot meet the new demands of talents strategy and needs reform.Local practice of talents housing planning,design,and construction may provide reference for toplevel design.With Nanjing as an example,the paper studies talents housing standards from spatial plan and management viewpoint,including layout design,functional arrangement,land use,planning management,transfer after construction,public service etc.
