分散式风电的发展及现状分析

当集中式开发不能有效解决电力外送及就地消纳问题时,"弃风限电"成为必然,因此未来风电发展需要有效解决弃风限电问题,需要从技术路线、政策、体制、关键技术等多个方面进行协调和突破。"十二五"期间,国家能源局印发《国家能源局关于分散式接入风电开发的通知》(国能新能[2011]226号),指出要"探索分散式风电开发的新模式",标志着风电开发从"规模化集中开发"转向"集中规模式开发"与"分散式开发"的"两条腿走路"新模式。《可再生能源发展"十二五"规划》中也明确提出鼓励分散式并网风电开发建设,探索与其他分布式能源相结合的发展方式,实现分散的风能资源就近利用。

“Wind power curtailment”becomes inevitable when concentrated development cannot resolve issues on the export and local consumption of electricity,and therefore it is necessary to fix the problem of wind power curtailment,coordinate and make a breakthrough in multiple areas such as technical routes,policies,regimes and key technologies on the future development of wind power development.During the“12th Five-Year Plan”period,the National Energy Administration issued the Notice of the National Energy Administration on Development of Distributed Wind Power Integration[Guonengxinneng[2011]No.226],which points out that we should“explore a new mode of distributed wind power development”,a signal of transformation of wind power development to the new mode of“walking on two legs”of“centrally-scaled development”and“distributed development”from the mode of“scaled central development”.In the Twelfth Five-Year Plan for Renewable Energy,it is also clearly proposed that we should encourage the development construction of distributed integrated wind power,explore the development mode of combining other distributed energy and realize the utilization of nearby distributed wind energy resources.
