文章反思了现阶段温州控制性详细规划实施过程中的技术困境、实施困境与制度困境,以优化管理效率为前提提出管理思维创新、控制指标调整、因区控制、与城市设计结合及相关机制创新的改革思路,结合温州规划管理实践及城市发展需求,探索了从编制到实施,再到建设完成的全环节控制的制度构架,并从管理与效率两个方面对控制性详细规划改革进行评估。

By rethinking these dilemmas of technology,implementation,and system of Wenzhou urban regulatory plan,the paper puts forward the reform ideas such as management thinking innovation,control index adjustment,zoning control,plan-design integration,and mechanism innovation.Combined with urban management and development of Wenzhou,the paper builds the institutional framework of planning formulation-implementation-control,and evaluates the planning reform from management and efficiency sides.
