A Study on Chinese Government Governance Reform in Last 40 Years:Progress,Experience and Prospect

自改革开放以来,中国政府通过一系列改革创新举措,适应全球治理变革的时代潮流,回应治理面临的现实问题,完善政府治理体系,有效提升政府治理能力,初步走出了一条具有中国特色的政府治理现代化之路。新时代的中国政府治理改革,需要着力解决治理边界不清、公共价值不彰、经验难于制度化和激励不足等问题,在治理能力、法治化和负责制三方面的平衡中,实现良善高效的现代政府治理。

Since the reform and opening up,the Chinese government has adopted a series of governance reform initiatives.This adapts to the trend of the international public management revolution and responds to the real problems faced by Chinese government governance.Great progress has been made in governance concepts,governance models,governance structures,governance tools,governance mechanisms,etc.,and a road to modernization of government governance with Chinese characteristics has initially emerged.The reform of Chinese government governance in the new era needs to further solve the problems of unclear governance boundaries,ineffective public values,institutionalized experience,reform challenges,and insufficient incentives.It can find a balance between government capacity,the rule of law and accountability to achieve true modern government governance.
