乡村振兴背景下的“三治”融合治理体系

Three Integrated Rules of Governance with “Rule by Autonomy,Rule by Law,and Rule by Virtue” under the Background of Rural Revitalization

自治、法治、德治相结合的乡村治理体系意味着基层治理将从以往的单一路径转向"三治"融合的整体主义路径。基于村庄主体性的公共参与是实现"三治"融合的有效机制。激发村庄公共参与,促进"三治"融合不仅要求基层政府将市场化的公共事务治理模式转换为村庄内生性治理模式,也需要党组织发挥群众路线及其选人用人机制。"三治"融合的推动需考虑不同区域经济社会和文化的差异性。

The rural governance system combining autonomy,rule by law and rule by virtue means that grassroots governance will shift from the single path of the past to the holistic path of integration of“three governance”.Public participation based on the subjectivity of the village is an effective mechanism to achieve the integration of“three kinds of governances”.Stimulating the public participation of villages and promoting the integration of“three governances”first requires the grassroots government to transform the market-oriented public affairs governance model into the governance model of the village.Because village public participation and its related participation mechanisms vary according to the economic,cultural and social structure of different regions.Therefore,the experience that has arisen in developed regions such as Zhejiang may not be suitable for areas with economic backwardness in the south or regions such as the north and central regions.
