Seamless Governance:a New Model of Urban Community Governance in China

无缝隙治理既是一种治理机制的创新,亦是我国城市社区治理发展的必然方向。无缝隙治理包括治理主体参与的无缝隙、治理能力提升的无缝隙、治理绩效机制与价值取向的无缝隙以及治理服务客体的无缝隙四个核心维度。无缝隙治理概念的生成逻辑是历史逻辑、理论逻辑、实践逻辑的科学统一。可以从多元主体参与的无缝隙格局、组织结构设置的无缝隙优化、能力培养机制的无缝隙链接、公共价值追求的无缝隙服务、服务客体对象的无缝隙导向、办理一次到位的无缝隙体验等维度理解社区无缝隙治理的典型特征。

Seamless governance is not only a kind of governance mechanism innovation,also is the inevitable direction of the future development of urban community governance in our country.Its connotation mainly includes four core dimensions such as the seamless governance of subject participation,the seamless governance capability improvement,the seamless governance performance mechanism and value orientation,and the seamless governance service object.Its conceptual logic is the scientific unity of historical logic,theoretical logic and practical logic.The typical features of community seamless governance can be divided from such dimensions as seamless pattern participated by multiple subjects,seamless optimization of organizational structure setting,seamless linkage of ability cultivation mechanism,seamless service of public value pursuit,seamless orientation of service object,one-stop seamless experience.
