改革开放40年中国侨务政策的回顾

A Review of China's Policy on Overseas Chinese Affairs in the 40 Years of Reform and Opening-up

论文通过对改革开放以来八次全国侨务工作会议主要精神的梳理,阐述了改革开放40年来中国侨务政策的演进过程与特点。论文指出,改革开放40年来,中国的侨务政策经历了四个发展阶段。从改革开放初期的拨乱反正,到其后为以经济建设为中心服务,到现在为实现两个一百年宏伟目标和实现中国梦服务,侨务工作始终坚持与党和国家的中心工作紧密结合,始终围绕着党和国家战略部署确定自身的工作重点,也始终坚持维护华侨和归侨侨眷的正当合法权益,关注海外侨胞的生存发展。坚持实事求是精神,不断改革创新,是侨务工作蓬勃发展的重要基础。

Through analysis of main spirits of the eight national overseas Chinese affairs conferences since the Reform and Opening-up,the paper explores the evolution process and characteristics of China’s Policy on overseas Chinese affairs during the past 40 years.The paper points out that China’s policy on overseas Chinese have gone through four stages of development.From bringing order out of chaos in the initial stage of Reform and Opening-up,to the subsequent services of economic construction,and to the present Two Centenary Goals and the realization of the China Dream,overseas Chinese affairs has always been closely integrated with the central work of the Party and the state,determining its own work priorities around the strategic deployment of the Party and the state,and adhered to safeguarding the legitimate rights and interests of the overseas Chinese,the returned overseas Chinese and their relatives,paying attention to the survival and development of the overseas Chinese.Adhering to the spirit of seeking truth from facts and constantly reforming and innovating are important foundations for the vigorous development of overseas Chinese affairs.
