乡村振兴背景下的小城镇发展研究——以山西省为例

The Study on Small Town Development under the Background of Rural Vitalization: Taking Shanxi Province as an Example

文章以山西省为例,多维度解析乡村振兴战略对小城镇发展的重大意义,系统回顾山西小城镇的发展历程和现状,全面总结山西省小城镇当前面临地位下降、辐射带动能力弱、设施水平低、建设管理落后等问题,客观分析农业发展基础不牢、农民收入水平不高、农村土地制度不明是当前山西农村对小城镇发展最大的牵制因素,提出乡村振兴背景下山西小城镇的发展路径,包括转变城镇职能、推进就地城镇化、调整公共服务配置格局、创新规划编制方法和改革农村土地制度等五方面内容。

Taking the small towns in Shanxi province as an example,the paper analyzes the great significance of the rural vitalization to the development of small towns in many dimensions,reviews the history and current situation of small towns systematically,summarizes the main problems that the small towns in Shanxi province face in an all-round way,including declining status,weak driving ability,low level of facilities and backward in construction management.Then the paper objectively analyses that the weak foundation of agricultural development,the low level of farmers'income,and the unclear rural land system are the biggest factors restricting the development of small towns in Shanxi rural areas,finally proposed the development path of small towns in Shanxi province under the background of rural vitalization,including changing the functions of towns,promoting the site urbanization process,adjusting the allocation pattern of public services,innovating planning methods and reforming rural land system.
