公益性PPP项目政府付费机制影响因素

Influencing Factors of Government Payment Mechanism in Public Welfare PPP Projects

为了保证公益性PPP项目政府付费机制的有效性,文章通过文献研究和案例分析的方法共筛选出包括政府因素、私人部门因素与公众因素在内的5个一级影响因素,以及与其对应的政府对项目的目标要求、私人部门的投资回报率、公众满意度、私人部门风险偏好等16个影响付费机制实现效果的二级影响因素。采用三角模糊数法对16个二级影响因素进行权重排序,界定了权重在均值以上的包括政府财政能力、私人部门服务质量、项目价值等8个二级因素为关键因素。根据关键因素提出了相关建议,即政府在公益性PPP项目付费机制设计时应该充分考虑私人部门风险偏好与运行成本,制定价格合理、付费方式科学的付费机制,同时要提高政府监管水平,充分使用激励性定价。

In order to ensure the effectiveness of the government pay mechanism for the public welfare PPP project,through the literature research and case analysis,we selected 5 one-level factors,including government factors,private sector factors,public factors,etc.Correspondingly we selected 16 two-level factors,including the government’s target requirements,the return on investment of the private sector,the public satisfaction,private sector risk preference,etc.The triangle fuzzy number method is used to sort the weight of the 16 two-level factors.8 two-level factors are identified as key factors,including the government financial ability,the service quality of the private sector and the value of the project.According to the key factors,the government should take full consideration of the private sector risk preference and operating cost in the design of the public welfare PPP project,establish a reasonable price and payment mechanism,improve the level of government supervision and make full use of the incentive pricing proposal.
