Comparative Study on Process Safety Management Construction of Typical Petrochemical Enterprises at Home and Abroad

通过文献分析和现场调查研究,总结了欧洲、美国、日本等国家和地区的典型石化企业在组织机构和职责、风险评价和隐患治理、承包商和供应商管理、装置设施设计和建设、变更和应急管理、检查和监督、审核评审和持续改进等过程安全要素中体现出的先进管理经验,并与国内石化企业的过程安全管理现状进行对比,从责任体系、风险评估、预防性管理、一体化管理、承包商管理、过程指标、绩效公开与事件分享,以及社区和政府关系等方面提出改进措施,对提升国内石化企业的过程安全管理水平具有重要的借鉴意义。

The advanced management experiences of typical petrochemical enterprises in Europe,the United States,Japan and other countries and regions in organizational structure and responsibilities,risk assessment and hidden danger management,contractor and supplier management,plant facilities design and construction,change and emergency management,inspection and supervision,audit review and continuous improvement,etc.are summarized through literature analysis and field investigation,and are compared with the current situation of process safety management in domestic petrochemical enterprises.Improvement measures are put forward from the aspects of responsibility system,risk assessment,preventive management,integrated management,contractor management,process indicators,performance disclosure and event sharing,community and government relations,which are of great significance for improving the process safety management level of domestic petrochemical enterprises.
