摘要
消除贫困和改善环境在生态移民主体间具有不同的话语指向:国家重视保护生态,移民关注脱贫现实。国家话语的权威表达使生态移民具有合法性动员基础及权力网络建构,同时也意味着新的生态空间生产和符号价值认知的确立,而移民主体对生态移民的话语理解有其独特的地方性知识和自我体认。国家与移民主体间话语的不可通约性需要同构“话语共识”,保障移民主体的表达和参与,建立起畅通的信息交互网络和利益对话机制,使移民具有平等的话语权。
To eliminate the poverty and improve the environment has different discourse oriented between the subjects of ecological migration:the nation attaches importance to the ecological protection,but the migration concerns out of poverty.The authority expression of the national discourse has the foundation of legitimacy mobilization and the construction of power network by the ecological migration,but also means the production of a new ecological space and the establishment of symbolic value,but the discourse comprehension of the migrations has unique local knowledge and self recognition.The incommensurability of discourse need homogeneous“discourse consensus”between the nation and the migration,to ensure the expression and the participation of the migrations,and establish the information exchange network and the benefits expression mechanism,and make the migrations have equal discourse right.
