在国家价格等各项利好政策推动下,风电、光伏发电等可再生能源发展迅速,产业也逐步趋于成熟。本文通过系统梳理现行可再生能源电价和补贴机制,发现可再生能源产业发展过程中,现行电价和补贴机制下存在的补贴缺口逐年扩大且难以有效解决、市场化交易项目补贴标准如何确定尚不明晰、标杆电价机制与产业发展阶段不匹配等诸多问题。结合电力市场化改革不断深化、产业发展阶段转变等多种因素,提出创新补贴方式、改革电价机制、完善定价规则等几方面的建议措施,以促进可再生能源产业高质量发展。

In effect of various policies such as price policy,renewable energy in China has developed rapidly,and the industry also has gradually matured.Through systematic review of the current renewable energy price and subsidy mechanisms,the article analyses key problems to be solved in the process of renewable energy development,including the expansion of the subsidy gap,the unclear subsidy standard for market-oriented trading projects,mismatch of the current pricing mechanism and industry development stage.Combined with power market reform and the transformation of industrial development stage,it proposes several measures such as innovative subsidy method,electricity price mechanism reform,and pricing rules improvement,and promoting the high-quality development of renewable energy industry.
