中国工业园区节能实践

Energy Conservation Practice of China Industrial Park

中国工业园区不仅是工业企业的聚集地,更是地区社会经济发展的重要载体,担负着聚集创新资源、培育新兴产业等一系列重要使命。2016年,中国工业园区的能源消费总量约为14.5亿tce,约占全国能源消费总量的近1/3。中国工业园区在特定的空间地域,初步形成了特色产业的聚集和联动效应,成为建设节约型社会的重要区域,毫无疑问也是节能减排工作的重点领域。本文选取天津开发区和泰兴经开区作为典型园区,对园区的节能管理措施、节能项目实施以及投融资情况进行调研与分析,总结出工业园区推进节能的实践经验,以及当前工业园区节能工作存在的不足,提出了工业园区节能对策与建议,为其他工业园区深入推进节能工作提供借鉴与参考。

China Industrial Park is not only the gathering place of industrial enterprises,but also an important carrier of regional economic development.It is responsible for a series of important missions such as gathering innovative resources and cultivating emerging industries.In 2016,the total energy consumption of China’s industrial parks was about 1.45 billion tons of coal equivalent,accounting for nearly one-third of the total national energy consumption.In a specific space area,China Industrial Park has initially formed the aggregation and linkage effect of characteristic industries,and has become an important area for building a conservation-oriented society.It is undoubtedly also a key area for energy conservation and emission reduction.This paper selects Tianjin Economic-Technological Development Area and Taixing Economic Development Zone as typical parks,conducts research and analysis on energy-saving management measures,energy-saving project implementation and investment and financing of the park.And then it summarizes the practical experience and insufficient of industrial parks in promoting energy conservation,and puts forward the energy-saving countermeasures and suggestions for industrial parks,providing references for other industrial parks to further promote energy conservation.
