多中心治理研究进展与理论启示:基于2002—2018年国内文献

Research Progress and Theoretical Enlightenment of Multi-center Governance: Based on Domestic Literature from 2002 to 2018

国内关于多中心治理的研究大多沿着理论构建和实践应用两条路径不断延展。前者注重对理论起源、发展演变、结构意义等的阐释;后者坚持问题导向,以多中心治理理论为视角提出针对某一公共治理问题的措施方案。在梳理国内关于多中心治理理论研究成果的基础上,对两条路径的研究进行综述,概括各自的特点和研究逻辑,发现当前研究存在空泛化与同一化倾向以及忽略本土化等不足之处。当前,我国全面深化改革的总目标是推进国家治理体系和治理能力现代化,中国共产党的领导是中国特色社会主义的本质特征,在此背景下,对多中心治理的研究和实践应用要把握三点要求:坚持党的领导是实现多中心治理理论中国化的根本要求,人民当家作主是多中心治理的出发点和落脚点,治理现代化是多中心治理的路径与目标。

The research on multi-center governance in China has been extended along the two paths of theoretical construction and practical application.The former focuses on the interpretation of theoretical origin,development and evolution,structural significance,etc.The latter adheres to the problem orientation and puts forward the measures and plans for a public governance problem from the perspective of multi-center governance theory.On the basis of summarizing the research results of multi-center governance theory in China,this paper summarizes the characteristics and research logic of the two paths,and finds that the current research has shortcomings such as hollow theory and homogenization and ignoring localization.At present,our country comprehensively deepen the overall goal of the reform is promoting the modernization of national governance system and governance ability,the leadership of the communist party of China is the essence of socialism with Chinese characteristics,in this background,the research and practice application of polycentric governance should master three requirements:adhere to the leadership of the party is the basic requirement of localization of polycentric governance theory,the people are masters of the country is the starting point and the foothold of polycentric governance,governance modernization is the path of the polycentric governance and the target.
